Unfortunately, testing of the devices has been spotty, most law enforcement officers are insufficiently trained in their use, and, in many cases, the policies governing their use are not sufficiently restrictive. I'm also perusing PERF's Nov 2006 report "<a HREF="http://www.policeforum.org/upload/CED-Guidelines_414547688_2152007092436.pdf" REL="nofollow">Conducted Energy Devices: Development of Standards for Consistency and Guidance</a>," and I have to say it gives me a little hope.
